I'm not sure, but I believe that the displayed results are not shown correctly with NEAR, OR and AND functions. See two pictures!!
Because each line should be considered a new search, but you have two lines from the text file are mixed together.

In FLPro 7.5 the NEAR functionality doesn't properly handle Boolean sub expressions. So it works with:

Text1 NEAR Text2

But not consistently with:

Text1 NEAR (Text2 AND Text3)

This works much better with FLPro v8 and I've tested your expression with it just to check. v8 should be out within the next couple of months.


Alternatives

To find one term NEAR two other terms you could try re-writing your query as:

(Text1 NEAR Text2) NEAR Text3

Also, if you're just searching for terms that might be on the same line a regex might do the trick:

Potter.*Chris.*23.08..*60
